Chief among them in my book is number three, ‘Quantify the Results.’ Being able to attach hard numbers (e.g. money saved, money earned, value of material within your direct control, etc.) to your efforts is a critical component of evaluating your value.

I’ve seen mixed results with this strategy (as you said). Some people have actually tried getting a raise by lying about being offered X amount more at another place. That’s definitely not how you want to go about it, but if you want to stay at your current job, it’s good to have that other opportunity to leverage (as well as another job lined up just in case).

Of course, this is not always going to work out, so if you’re going to use that line its best to be prepared to continue a job search if you’re underpaid.
